Notice that after one time constant (3ms), the voltage is over half way (63%) of the way to its final value.
Click for the Pspice circuit. The transient analysis is set up for 15 ms, which is 5 time constants in length (tau=3ms). This should be enough to see everything of interest. The resulting probe output looks like:
