Dear Students and Families,

 

Welcome to Calvin!  The Campus Safety Department wishes you the best as you pursue your education here.

Calvin is a great place to work, study and live.  Students feel comfortable and at home on the campus, as they should.  People care about each other and look out for each other here.

Like other colleges, we take the safety of our students seriously.  Through our facilities, educational programs, policies, and officer patrols we do our best to maintain a campus environment that is safe and law-abiding.  Yet we also tell students that the best way to promote the security of their property and themselves is through steps they themselves can take-whether through locking doors or paying attention to their surroundings.

We provide this brochure to familiarize you with some of the services we provide to prevent and respond to unexpected or illegal incidents that may take place.  We also provide annual crime statistics in this brochure in compliance with the Clery Act.  We want students and families to have accurate information about the Grand Rapids area and the college campus so that they can make informed decisions in their daily routines.

Calvin College Campus Safety Department

The Campus Safety Department coordinates all safety operations on Calvin’s campus. The Department consists of a Director, an Associate Director for Technical Services, an Operations Manager, five Patrol Supervisors, office staff, and 40 part-time student dispatchers and patrol persons.

 

Student patrol persons receive training in basic campus safety officer procedures, emergency medical procedures, and CPR. Campus Safety patrol officers are unarmed with the exception of select patrol supervisors who are armed through a provision of Public Act 330 (Private Security Business and Security Alarm Act of 1968).  They conduct foot and vehicular patrols of the campus and residence hall areas 24 hours a day. In addition, an escort service is provided in the evening and nighttime hours.  Campus Safety patrol persons enforce all college rules and regulations. Local police are called in for any arrest relating to violations of city or state laws. The Campus Safety Department maintains a good working relationship with local, county, and state police agencies.

 

As a practice, local and state police agencies do not inform the college of criminal activity in the vicinity of the college campus. A reasonable attempt is made to be aware of any crimes occurring in the area of the campus that would pose a threat to the college community.

Campus Safety and Residence Life staff enforce the campus-wide ban on possession and use of alcohol and illegal drugs. Possession of dangerous weapons or firearms anywhere on campus, including the residence halls, is a violation of the Student Conduct Code.  

A Safe and Secure Campus
The college works to maintain the campus in a manner that reduces the likelihood of crime. 

Lighting. Calvin College has extensive exterior lighting for the hours of darkness.  Problems with exterior lights should be reported immediately to the Campus Safety Dispatch (extension 66452 or 526-6452).

Maintenance. Reported maintenance problems that pose a threat to safety and security (such as broken locks or windows) should be reported to the Campus Safety Dispatch.

 

Locking  buildings. Administrative and academic buildings and offices are locked and unlocked during the week by the custodial staff.  The time for locking and unlocking the buildings is established by the Academic Building Access Policy and coordinated with Campus Safety, the Office of Conference and Campus Events, and Building Services. The Campus Safety Office issues workplace keys to faculty and staff, and to contactors as needed.  Requests for additional keys or lock changes must be sent to the Campus Safety Office.

Locking residence halls. Calvin College residence halls are locked 24 hours a day, 7 days a week.  Students are issued ID cards that also act as their building access cards.  The access system requires resident students to enter a PIN in order to gain after-hours entry to their halls.


Residence Life Staff.  Residence Life staff members walk each floor of the residence halls three times between 8:00 p.m. and 12:00 a.m. on weekdays and 8:00 p.m. and 2:00 a.m. on weekends. 


Crime Prevention
Calvin College Campus Safety Officers patrol the campus buildings and grounds to help ensure a safe environment for students, faculty, staff, and visitors.  Additional crime prevention measures include:

Escort Service. To aid in the prevention of criminal behavior, Campus Safety offers an Escort Service for students, faculty, and staff that do not feel comfortable walking alone during the evening hours.  The Escort Service runs from dusk until dawn and can be reached by calling the Dispatch line.

 

Blue Safety Phones.  Calvin College has installed safety phones around campus. These exterior phones are marked with a blue light and may be used to report an emergency, crime in progress, or to request assistance.  

Incident Report. The Campus Safety Incident Report is updated on business days and is published on the Campus Safety website weekly.

Bicycle registration. To deter bicycle theft and recover stolen bicycles,  bicycle registration is available through the Grand Rapids Police Department at the local Fire Station, located just a few blocks east of Calvin at 2941 Burton St.
 

Crime Prevention Programs. During Orientation, students are provided with information on how to protect themselves and their personal belongings.  Additionally, Campus Safety offers resources on its website that provide information on prevention of crimes against property and person, including but not limited to identity theft, bicycle theft, vehicular theft, and residential
theft. 


Reporting a Crime or Other Suspicious Behavior
Potential criminal actions and other campus emergencies can be reported directly to Campus Safety by telephone. Upon receipt of a call, a Campus Safety officer is dispatched to the site of the complaint and makes a formal report, contacting the local police if necessary. Campus Safety promptly notifies the college community of reported crimes that are considered a potential threat to the community, allowing the community to take steps to prevent a similar occurrence.  Calvin College also uses Silent Observer for those who wish to report a crime and remain anonymous.  One may report a crime by calling 774-2345 or online at www.silentobserver.org. 

Help for Crime Victims
Calvin College assists victims by arranging transportation for medical attention, helping victims file police reports, and working with the county prosecutor and the Kent County Courts.  Campus Safety forwards reports on behalf of the victims to the appropriate officials and agencies.

Calvin College offers free counseling through the Broene Counseling Center to students who are victims of violent crimes.  Information provided will be held confidential unless approved by the victim.  Campus Safety also has contact information for a number of additional resources both on and off campus.  This information is available at the Campus Safety Office or on the Campus Safety website.

Sexual Assaults
An area of increasing concern for colleges and universities throughout the country is the threat of sexual assault.  Calvin College attempts to prevent such assaults from occurring and has policies to assist survivors and to punish offenders. 

Educational Programs.
Educational programs on rape prevention are offered to students each academic year. Students learn about procedures to follow in the event of a sexual offense; the importance of preserving evidence; and how to report an offense. The HPERDS Department offers a course on women’s self-defense, and all students must take PE 104, which includes a unit on rape and date rape. Brochures on rape and acquaintance rape are available in Health Services and Broene Counseling Center. Additional educational materials (books, movies, etc.) are available in the Broene Counseling Center and in the Hekman Library. 


If a Sexual Offense Occurs
Reporting the Offense. Survivors should avoid showering or bathing after an assault to preserve physical evidence in case they decide to pursue criminal prosecution.  Clothing should be placed in a paper (not plastic) bag and saved as possible evidence.  The survivor is encouraged to have a physical exam through the YWCA Nurse Examiner program.  If the survivor is a student and the assault occurred more than 72 hours earlier, she/he is encouraged to go to Calvin College Health Services or the YWCA Nurse Examiner.   

Students and other members of the college community who are survivors of sexual crimes are encouraged to report such incidents to the Campus Safety Department (extension 33333) as soon as possible, and to seek support services provided by the College through the Broene Counseling Center and Health Services.   Students responsible for committing sex crimes can be subject both to college disciplinary action and to state judicial proceedings. 

 

If a sexual assault occurs off campus, survivors are encouraged to contact the police directly by dialing 911.  Students may also contact their Residence Hall Director, a Student Life Dean, the Broene Counseling Center, the College Chaplain, Health Services, or any Residence Life staff member.  If the incident is not reported directly to the Campus Safety Department or a local law enforcement agency, the College will assist the survivor in reporting the incident if he or she wishes.

Aid to Victims. Survivors of sexual assault may receive assistance, counseling, or both by contacting the Broene Counseling Center, Health Services, or the YWCA Nurse Examiner (see reverse for important telephone numbers). Other options can be discussed by contacting Campus Safety or the Student Life Office. 

Student survivors have the option to change their on-campus living arrangements after an assault, if such changes are reasonably available.

Calvin College does not tolerate any acts or threats of sexual assault or physical assault whether directed at males or females, someone known or unknown, which involve use of force or coercion, without consent or when a person is incapable of consent (as stated in the Student Conduct Code).   Please see the Student Life webpages for additional resources:

A student considering formal charges against another student may initially talk to a Student Life Dean, Resident Director, or a Broene Counseling Center counselor to discuss procedures and options.

 

During initial disciplinary proceedings against an assailant, a survivor is entitled to be accompanied by a current member of the Calvin community—a student, faculty member, or administrator—who can provide emotional support. A survivor also has the right to request reasonable and feasible efforts by the college to be shielded from the assailant. This may include providing alternative work, academic, or living arrangements if these options are available.

The standard of proof in college disciplinary proceedings is based on a "preponderance of evidence," which differs from the presiding judicial system’s standard of proof "beyond a reasonable doubt."  Bringing charges through the Student Conduct Code may be done in addition to filing criminal charges with the police. A conviction at the college level can result in a range of sanctions, including suspension.

An additional option for a survivor is to file a civil lawsuit. The goal of a civil suit is to compensate the survivor for injury caused by the action of the perpetrator. This course of action would require the survivor to hire an attorney.


Filing college charges, criminal charges, or a civil lawsuit can be important steps towards closure, but the healing process happens over much time and with support.

 

Registered Sex Offenders Information
Information concerning registered sex offenders is available through the Michigan Public Sex Offenders Registry.  The registry is located online: www.mipsor.state.mi.us

The Annual Disclosure of Crime Statistics
Calvin College Campus Safety Department prepares an annual report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act.  This report is prepared in cooperation with the Kentwood Police Department, the East Grand Rapids Police Department, and the Grand Rapids Police Department.  Updated information is requested annually from each Agency on their educational efforts and programs to comply with the Act. 

Campus crime, arrest and referral statistics include those reported to the Campus Safety Department, designated campus officials (including but not limited to Vice Presidents, Deans, Department Heads, designated Residence Life staff), and local law enforcement agencies. 

The Campus Safety report is published each year and is available to the campus community.  An e-mail notification is sent to all enrolled students, faculty, and staff that directs them to the annual report, which is published on the web.  Copies of the report may also be obtained at the Campus Safety, Human Resources, and Admissions Offices. 

Illegal Use of Alcohol and Other Drugs
Calvin College is committed to maintaining an environment of teaching and learning that is free of alcohol and illegal drugs.  Possession or consumption of alcoholic beverages is not permitted on college properties and will be addressed in accordance with College regulations.  Laws regarding the possession, sale, and furnishing of alcohol are governed by the state of Michigan and enforced by the Grand Rapids Police Department.  The possession, sale, manufacture or distribution of any illegal drug and/or controlled substance is prohibited under both state and federal law.

The Drug-Free Schools and Communities Act Amendments of 1989 require that Calvin College, as a recipient of federal funds including federally-provided student financial aid, notify its students and employees annually that the unlawful possession, use, or distribution of alcohol and illicit drugs on college property is prohibited and that campus and community drug programs are available.  This Act and the provisions Calvin College has taken to conform to the Act can be found in the Calvin College Student Handbook and the Calvin College Employee Handbook. 

 Reporting process

 

Calvin College complies with the Clery Act by compiling the required annual crime statistics and making them accessible in this annual Campus Security brochure.  Additional brochures are available at the Calvin College Campus Safety Department and various offices throughout campus, as well as online:  www.calvin.edu/admin/campus-safety.
